Below M3, quakes are rarely felt at all. M3–4 may be felt by people close to the epicentre but rarely cause damage. M4–5 causes light shaking. M5–6 can cause minor damage near the epicentre. M6 and above can cause significant damage in populated areas. Depth matters too - see the next question.
A shallow quake (roughly 10km or less) shakes the surface directly above it much harder than a deep one of the same magnitude, because the energy has less rock to travel through and dissipate in before reaching the surface. A deep quake (70km+) is often barely felt at the surface even at a fairly high magnitude.
