How Many States in India? 28 States, 8 UTs, 10 Changes Since 1956

India has 28 states and 8 union territories in 2026, 36 in all. The count has not changed since 26 January 2020, when Dadra and Nagar Haveli merged with Daman and Diu. But it moved often before that: the number of states has changed ten times since the 1956 reorganisation, rising from 14 to a peak of 29 in 2014 and falling back to 28 in 2019, when Jammu and Kashmir became a union territory.
States vs union territories: the difference
A state has its own elected government with powers the Constitution guarantees. A union territory is run by the central government through a Lieutenant Governor or Administrator. Delhi, Puducherry and Jammu and Kashmir are union territories that also have elected legislatures, which is why they sit in between. Chandigarh is a union territory that serves as the capital of two states, Punjab and Haryana.

What the state data shows
Only 6 of today’s 28 states date their statehood to 26 January 1950, when the Constitution came into force, and another 5 date from the 1956 reorganisation; several of those have since lost territory to newer states. The other 17, more than half, were created later. The states are also very uneven:
- Uttar Pradesh alone holds 17.0% of the population of all 28 states, about 20.0 crore people in 2011. Sikkim, the least populous, had about 6.1 lakh.
- Rajasthan is the largest state at 342,239 sq km, 11.2% of the states’ land, and about 92 times the size of Goa, the smallest at 3,702 sq km.
- The 28 states hold 97.3% of India’s 2011 population. The 8 union territories share the rest, and Delhi alone accounts for 51.4% of that.
- 4 states have separate summer and winter capitals: Himachal Pradesh, Karnataka, Maharashtra and Uttarakhand.
